Hershey's New Packaging  What is it?

Hershey and Nestle Crunch changed their packaging in 2003.  The old packaging is no longer available.  The new candy bar is no longer wrapped in foil with a sleeve.  It is now heat sealed in brown plastic like M&M's, Snickers and Three Musketeers.  The example below shows the new packaging.
